Heros and Villains
The basic mechanics for this game will be a modified version of World of Darkness with heavy influence from superhero comics and lore.
Basic states and merits will exist and for the beginning part of the game, experience will be mostly for mortal character development.
The average initial power will be only useful in a specific situation.
As powers become more and more used, and the development of powers is necessary to the plot of the game then special experience points will be granted to improving/modifying a power.
